How they work
A VPN routes your traffic through one server run by a company you have to trust.
Tor bounces your traffic through three random volunteer relays, and no single relay knows both who you are and where you're going.
Speed and convenience
A good VPN is fast enough for streaming and calls and covers your whole device. Tor is noticeably slow because of all the relaying, and it's best used through the Tor Browser for specific privacy-sensitive tasks rather than everyday use.
Which should you use?
Choose a VPN for everyday privacy, public Wi-Fi, and streaming.
Choose Tor when strong anonymity matters more than speed.
Both are free or cheap. Tor is free, while a trustworthy VPN is usually paid.
